Two romantic stories, that both take place in Hong Kong, each tells about a police officer in love. In the first story, Taiwan-born cop He Qiwu (Takeshi Kaneshiro), also known as Cop 223, who is dealing with the breakup of his prior romance when he becomes entangled with a woman with a blonde wig (Brigitte Lin) who is a drug smuggler. In the second story, Cop 663 (Tony Leung) is also dealing with a breakup when the new girl at the snack store, Faye (Faye Wong), secretly falls in love with him.
